what does this mean i keep sayin no because i am unsure of what it is please help........

It means you or someone has setup a VPN on your computer and someone has access to it.

and reconfigure your computer if you said yes already
Look for and option to permanently refuse this connection, and check in your firewall to see that the vpn has not been set as either an exception, or an advanced option, if so turn it off. It may be a stray connection from someone who has previously connected to your ip address, since these are dynamic, they may have used this to whoever had the address before.
